Portugal's accession to this network is not a market-entry move in the conventional sense; it is a governance commitment. By joining, Portugal has accepted a framework for AI health tool review and incident reporting that sits outside its domestic regulatory structure and, critically, predates full EU AI Act implementation. That creates a live tension: Portugal is now operating inside two overlapping rule sets, one bilateral-multilateral (the HealthAI network), one bloc-wide (the incoming EU framework).
